In menaka case of 1978 Supreme court declared following rights as part of article 21 : 1. Right to electricity 2. Right to health 3. Right to shelter 4. Ap na real mei us village ko explore kiya jahang pa local administration jana sa dar jata hai aur koi Kargil or UT ladakh ka govt official wahang Nahi ponchta hai sirf Ichoo Ka naam leka shargandik jahang tak road hai wahang sa wapas ata hai aur agar koi Solar light yah koi aur funds distribute karna ho toh locals logon ko hi shargandik jahang Tak road hai wahang tak bhulata hai aur ap toh winter Season mei gaya aur winter mei toh ladakh ka locals us village mei jana ka Nahi sochta hai aur locals Media toh sochta hi nahi hoga ki Ichoo jaka wahang ka logon ka problems ko highlight Kare.
