If, discriminatory law is made in the case of financial, social and political facilities of the citizens because of existence of difference in merit or efficiency or qualification in the country / state in various works or professions then , those who give reasons for making this kind of discriminatory laws regarding the existence of more or less merit or efficiency or qualification in the country or society is bad thing. And then , if it is bad to have more or less merit or efficiency or qualification meaning to have difference in merit or efficiency or qualification, to have unequal merit or efficiency or qualification among the citizens and those who support this opinion are bound to have accepted this thing that citizens should have equal merits, efficiencies or qualifications . The crucial matter is : if, all the citizens of a particular state hold equal merits , qualifications , efficiencies and then, inorder to be continuing normal necessities of the citizens and then, lottery system must arise regarding selecting different sorts of professions for that particular state .
