Only recently found out the meaning of the last line (she's implying that a special constable sexually assaulted her when she asked for his help. As was the way in those days it was all put down as a bit of a larfff, including by her).

Not necessarily. This song is about having to do a moon light flit because they don't have the money to pay the rent. Who's to say that hasn't come about quickly? Her husband could be a gambler where there have been good times but bad times too. It mentions in the song it's happened before so anything is possible and it's about having to move out quickly. So often people like to keep up appearances to the very end - hence the nice out-fit so as not to raise the suspicions of the landlord ! ;-)
