Fire Academy Week 14

I saw a road accident in our small town. A busload of fire trainees were passing and took charge of the scene. They checked the mother and child, who were unhurt, controlled traffic, inspected the vehicle, and made calls for family help, each trainee with a tiny little hint of a pleased smile on his face. The instructor stood back and positively purred at their perfect performance.

On a domestic call, "MAYBE having police respond and back them up a little bit" ? Maybe something is getting lost in translation here, but in what world exactly do you send firefighters as the primary response to an active domestic, and possibly include law enforcement as an afterthought?
