Newly qualified firefighters. I see they are Scottish from the fire engine - I wondered to start with, which Brigade they were, as across Scotland and much of England, all fire brigades now have highly standardized fire kit (turnout gear in US). Velcro patches on the tunics allow for customisation, as well as of course the crest on the helmet, which some brigades don't have with this helmet type.
