It's a leviwand.

It's essentially just a rod with a string attached to it slightly above the center of gravity of the rod. You attach that string to the middle finger of your hand and with a little practice you can learn to move that rod around with just slight movements of the hand. And with a lot of practice you can make that rod perform all kinds of tricks and make it look very fluid like shown here.
