Carrrey actually explained why he couldn't do it on Inside the Actors Studio. He likes the character, but playing him causes a strange compared to his usual rubber face roles. To get the look he as to tuck his upper lip into itself which gives it that over bite look. But he can only do it for a short period of time. Such as a 5 minute sketch. He'd really hurt himself if he had to do that for 90 minutes to 2 hours.

Kisame Hoshigaki Actually the reason why the 2010s CGI heavy movies have succeeded was because rather than draw over nothing like they did in the 2000s they had stand ins, mocap guys, pretty much anything the actors could look at and react to in real life. But that's beside the point. All they would have to do for Carrey is the same thing the did for him in the Mask, make a full facial prosthetic with a fake overbite in place of the upper lip. Just like how his teeth were inhumanly white when he was wearing the Mask, those were fake too.
