I worked on the early 787 lithium battery issue. All we did was wrap it in a steel firebox and add vent tubes with membranes inside that burst at a certain pressure to vent the heat of the fire outside of the aircraft. An insulated box to protect surrounding equipment from the heat. I'm not a battery engineer but the solution that was implemented tells me there is no practical way to extinguish that battery once it ignites. Fortunately for Boeing it seems to have stayed out of the news on that one. I have no data on battery failures after the service bulletin.

I will add that I have not yet seen reports of any lithium battery fire that could be safely approached and dealt with. Seems the answer is to clear the surrounding area and let it burn out. Not what I would personally suggest to be part of an aircraft.

Lithium cannot be stored. Lithium is activated by gravity. When Lithium is refined it converts to an extremely combustible exothermic state. It ignites through a process called ( ignition through compression ) As it is compressed by overstacking Lithium blocks, the gravitational pressure creates a thermolytic molecular bonding. This act of compressing Lithium excites the molecules which begin to generate Enormous heat. There's no putting this out, depending on the stockpile, conceivably it could burn for months. Blame the buyers of EV’s who don’t think about how their vehicles are charged. Blame the folks who shut down nuclear, coal, and other base load generating plants in favor of solar and wind (which need energy storage to meet demand). Instead of using batteries for power storage use a series of reservoirs to store water to provide power as it goes down then pumped uphill at night or when you have surplus power from the natural gas combine cycle power plant nearby. All this could be built in a higher elevation of course and get everything away from the ocean. The reason the original power plant was built there was the natural gas fired conventional boiler needed water for cooling. Notice no big cooling towers .
