Issue with Lithium is the chemical reaction in the battery that causes thermal runaway. So don't think of it as like a wood fire but more like a reactor melting down. Only way to put it out is to cool it to a point that the chemical reaction in the battery stops. Water can't achieve that cooling effect you need something like CO2 or LN2 to achieve temps that will cease the reaction.
