This was a fire related to the kitchen exhaust. The system did not have the access panels needed to clean the system appropriately and the company servicing did not inform the restaurant that they needed to make access to allow for cleaning. you must inform the customer if parts of the system are not accessible and not cleanable. Do your job men.

what was up with all of the plastic rolls inside of the restaurant, do fire fighters cover equipment to prevent damage where possible?

Those are likely "salvage covers" which are heavy tarps used to protect things inside from smoke and water exposure during the mop-up phase of the fire.
