Snipe a few +1 all spell skill sceptres for 10c each. Craft cannot roll caster mods(this prevents you from annulling the +1 spell skills as it has a caster tag) and annul off a few mods until it's just +1 all spells and 1 mod. Use the 40% fire gem quality tag to make a +1 fire sceptre and regal it so you have another 2 mod rare. Combine them and hope you get +2. Then combine the +2 with a 2 mod rare dot multi sceptre (roll with alts or try buy and annul a mod or 2). Pray you get +2 with dot multi or at least keep your +2.
