This shows version of Firefly definitely comes off as the scariest version of the character for a number of reasons the fact he dresses as a fireman being an example as Fire-fighters are supposed to be people you trust and this guy is distrustful the fact he dresses as a rescue operative also gives him the upperhand in his murders. Plus i do like his backstory rather than being a pyrotechnics expert Garfield Lynns in this series was a fireman in the Fire-fighter unit the fireflies where he was the sole survivor and was planned to have the fireflies killed so he's taking his revenge on the corrupt station captain and the other firefighting units who planned having the Fireflies killed.

Not sure if it’s exclusive to Arrow, but Garfield Lynn’s is actually called Firefly, not the Firefighter. Could be wrong though, never watched Arrow

Well season 1 of Arrow didn't really have much in the way of supervillains as it was taking a more grounded approach.

Don’t really see any other reason to adapt the super villains if they’re not going to make them actually “super”, whether it be through technology(Like Firefly) or having powerful abilities(Like Count Vertigo).

Firefly in arrowverse didn’t have a tech suit to burn everything, so he use firefighter suit and flamethrower to make a “burning streak” for revenge.
