incompetent? Maybe he is just grown into a better hero. It's sucks most of the fanbase simply doesn't want Oliver to grow and stay dark. People talk about how he can do all the techie business himself... he mentioned it and that he had good resources but it wasn't' enough. There's one time he investigated by mere observation now he has better resources with the help of his friends to reconstruct crime scenes. It's not incompetence, it's development.

Well they actually wanted to make a batman show and when they were given a green arrow show to make they just decided to make Oliver queen act like Bruce Wayne. I never really had a problem with it though

Whether or not any of the Chinese was actual Chinese, or any of the Russian was actually Russian doesn't really matter: they had already established that Oliver is fluent in some languages, and used this scene as well as the Chinese guy says that the guy who attacked him was definitely Chinese. It's just about selling it to the audience. In fact, I would actually be surprised if anything is "real". When I hear people speaking "German" on a TV-show, it's just horrible. TV budget (don't know about movies) just doesn't lead to actors getting lots of coaching just to do a couple of lines correctly. As such, I have to assume that other languages are getting the same treatment.
