Other nations contribute with many other things. Obviously the surrounding Arabic (this isn’t Persia) nations have taken the most costly economic burden providing aid and shelter to the Palestinians since long. But the US Navy is likely the only entity that can accomplish something like this. And it isn’t just aid, it is about training, gaining experience, and better the technology. If not here… the Navy would really have had to train doing it somewhere else for the same cost, but for no other purpose than training (or alternatively scrap the Navy’s ability to accomplish things like this in both times of war and peace). The money mainly stays in the US and creates jobs for Americans. While European nations often provide monetary aid directly to regional actors so to also aid in creating jobs locally and start turning the wheels of the economy there. That’s been the geopolitical, strategic, and operational “deal” between the US and Europe since long.

A crucial piece of information was missing in this report - the percentage of humanitarian aid that is delivered through the pier vs. the percentage that is delivered through the Israeli and Egyptian border crossings. It's a modular floating pier that got lose from its anchors and broke off in pre-made sections, and was eventually put back together. Think of it like a lego set. Little was actually 'built' per se, the US just shipped in a pre-existing 'build-a-pier' lego set that they had around for military purposes (logistics for D-day-esque beach landings, for example) and is using that for aid delivery instead. Most of the cost is probably operational costs, though they may have lumped in the cost of the pier itself into the price (despite already having it around before all this) for PR purposes. When this conflict is over, they will pack up the pier and put it back in storage until it is needed again for something or other.
