The Borg's shields were clearly adapted to deflect phaser fire. That's why the holographic projectiles were effective in this situation, but they wouldn't be effective again. The Borg shields would have probably adapted to deflect projectile fire after this.

Borg and Data are different. Data is completely cybernetic and probably has backup systems, like when he was shot with an arrow once. His head was not hit, where his brain was. Borg are cybernetic and organic in one. .45 slugs (Or Holo-Equivalents) will do a lot of damage to a Borg, especially in large numbers!
