Walking across the streets means maintaining a steady pace. Move in a predictable forward direction, don't go backwards, stop, or run. Keeping a steady pace allows the bikes/cars to gauge what you're doing so they can go around you.

For bún chả, you should try the shop at Hàng Mành or Đường Thành street, the one at Lê Văn Hưu street is not the best it is the most famous because Obama has been there
