I think it's likely that Russia informed the US first before doing this. The US has early warning systems on satellites to detect any launch of an ICBM as their signature is very unique. It would be extremely reckless for Russia to launch an ICBM without informing the US as they could be misinterpreted as a nuclear attack on any NATO country.

This is pure theatre: Putin would have almost certainly either notified the US or made it very obvious that Russian strategic missile forces were loading conventional warheads on a missile capable of intercontinental range. Not doing so would be incredibly dangerous: how is the US (or China) supposed to know that this isn't the opening salvo of WW3? So, if the US intelligence community was aware enough of Russian intentions to warn it's Kyiv embassy staff, then the true purpose is clear: it's only partly escalation to warn off Ukraine's allies against allowing the weapons they supply to be used in strikes against Russian territory. Putin is conveniently ignoring the fact Ukraine has for over a year hit targets in the occupied territories Putin already declared part of Russia... In reality it's mostly an attempt to cause hysteria in the West. And it'll probably work, because Putin is behaving like a toddler with nukes. Many are ridiculing this foolishly because it was a live combat test of the ICBM itself which can provide Russia with alot of information they may not have from internal test firings. Now they know something about if there are effective NATO type defenses for this type. And they are immune from counter strikes because they are a nuclear asset, which if attacked in Russia may result in triggering the big one. And another thing we should do ANYWAY is to strengthen NATO's posture in Eastern Europe by increasing troop deployments, conducting military exercises, and reinforcing missile defense systems. Reinforce in Putin's mind that ANY attack on NATO territory will trigger a COLLECTIVE response under Article 5 of the NATO Treaty. Putin HAS to be made to understand that his efforts to divide the West have FAILED!
