They can’t do manga characters until they get animated. It’s the main reason we don’t have UE Vegeta, Moro, Gas, Black Frieza, TUI Goku, etc in XV2 already. If they could do it, we probably wouldn’t see the USV characters until XV3

To be fair with XV2 it’s a problem of making a skill that functions differently and still can work. With Sparking Zero, you just need to make a cutscene and you’re solid.
