A lot of times being able to prove a hypothesis with data is a big challenge & that's due to non-availabilty of the specific data needed for that one hypothesis.

Are you sure the example is accurate? From interviews I’ve watched with Musk I’ve heard him say the first principal issue with rockets was that they are a one time use and drew a comparison to aeroplanes. His solution was to make reusable rockets thereby massively reducing cost. The cost reduction by buying component metals was for Tesla batteries I believe.

I've watched many videos of Musk discussing his process. I think at first he wanted to buy rockets and discovered they were too expensive. So that led to breaking down what components it takes to make them which led to discovering the commodity costs of the components that make up the rockets were enormously cheaper than the finished rocket itself. That revealed opportunity because the enormous monetary gap between the rocket commodity costs and what already-built rockets were selling for was huge - but had to be verified by gathering data on what it would take to build a rocket (such as machining, expert consults, employees, etc.). From digging into this, the "opportunities" emerged, one being "what if we could re-use the rocket and save the time and money to constantly make a new one. As these opportunities emerge, a hypothesis is made (such as, We can make the rockets re-usable and save a ton of money) then you do the work (data gathering, and only data that's pertinent to what it would take to make the rocket re-usable) and do your analysis after having gathered the necessary data/info. Then you have a recommendation for solving the problem.
