Except that the pill reference is to a common metaphor about when you have to put up with these rules and it's not really always fair or a good idea, so the saying is, that is a hard pill to swallow, meaning a dose of knowledge which is particularly uncomfortable. It sticks in your throat like pills that are hard to swallow.
