The sound you're referring to is a device called a Roland Space Echo. Predating electronic delays, it used a loop of recording tape and a record and several playback heads where the signal (drum or guitar or whatever) is recorded and mixed with the delayed signal from the playback heads causing echo. The motor was variable speed so when you changed it the echos would get faster or slower and higher or lower in pitch. Jimi Hendrix used these quite a bit, and to sensational 'effect'.
