You need real experts to develop projects like this, just the capital required is enormous. 20% participation for just owning the resources, and letting others risk their capital, to develop sounds like a good deal to me. But I can understand the frustration of the African population seeing that companies are extracting gold while they are poor... but that poverty is caused by precisely what you're promoting: a lack of ability to Attract capital to develop projects they can't develop on their own. Very few state companies are successful, and it requires an already stable framework to work. It's a (very) risky bet.

You sign a contract with a mining company making what you mine in that area legally yours because you pay them for that contract. They don’t get to say “Just kidding. We had our fingers crossed.” when your company actually mines more profit than the contract you paid them. If they want to do the work themselves…go ahead…but then they shouldn’t have signed over the land contract in the first place! The fact is they can’t afford to mine most of those material on their own at this point and selling contracts to these areas brings in much needed money to their country. Just because there is a new president everyday in your country doesn’t mean you get to renegotiate for higher prices constantly. That’s just kinda how things work!

Barrick Gold’s CEO Mark Bristow didn’t show up to the Capitol city of Bamako to discuss the new contract and his crimes so his assets had to be seized. Just like they do in western countries like with Volkswagen for example. He didn’t want to acquiesce and come and face the music like a man so Mali had to take that gold for safekeeping. Just like Britain likes to hold onto the African Ancestral Artifacts they stole for “safekeeping” you know just to make sure it doesn’t get lost. It's similar to how oil works..if you have oil on your land you don't buy drilling rigs and start selling barrels. You lease what's called a plot to a l company that has the equipment to get it out the ground. What's happened here is mali has taken the money for the lease and then nicked the gold back

They are shooting themselves in the foot.

Actually they should let all the foreigners in to invest in the the land for their own profit and then throw them all out and nationalize all their new infrastructure.
