But Alassane Ouattara is playing games. He wants to run for the 4th term, and he needs to entuce voters who hate French troops in their country. So, by saying that he wants to remove those military troops, he will get permission for the 4th term. After he holds power, he will cancel the decision.

Western Europe are now service based economies opposed to production based economies. Mass migration of low wage labour is the new resource extraction from Africa - you don't need to base troops in a country if they'll pay for their own plane ticket to work at below market rates in the West.

Unless fully united against it smaller nations will always be under the influence of a larger power. Most places prefer US and its Western allies presence over China or Russia, that why the Philippines invited the US back to try and deter China in the Indo Pacific region. I wouldn't go so far as to argue it's a good thing, rather the lesser of two evils. Obviously it'd be better if we could all just get along, sadly that isn't the reality we live in so we make compromises to try and each reach as close as we can to the desired outcome.

The departure of most of the French forces in Ivory Coast was already decided by France and Ivory Coast. At the same time, the security partnership for counter terrorism and air force training is developing. So, it's not at all a setback, just the result of Ivory Coast military progress and some financial savings for France. But sensationalist media don't care about this.

Before going ahead and saying that the French army is leaving Côte d'Ivoire, there is first a respect for certain steps 1- The rupture of the defense agreements that bind Côte d'Ivoire to France. 2- A deadline for soldiers and military equipment to leave Ivorian soil 3- The departure of a foreign military base from a country is always done by the host country and unilaterally. From the moment we start talking about consensuality between the host country and the occupying country, there is a problem. In conclusion, the departure of the French military base from Côte d'Ivoire is a false start just like that of Senegal because neither of these 2 departures fulfills the 3 conditions above. There is probably a retrocession of the French military base to the government of Abidjan which will be placed under the command of the Ivorian army, but this does not mean that the French soldiers will leave. A good way to make the French military presence invisible without the said soldiers actually leaving.

Why are you still calling them ivory coast? when they have rejected that almost 40 years ago........ in April 1986, the government declared that Côte d'Ivoire (or, more fully, République de Côte d'Ivoire) would be its formal name for the purposes of diplomatic protocol and has since officially refused to recognize any translations from French to other languages in its international dealings.
