First let's not forget Shoigu asked to resign 2-3 years ago but Putin asked him stay on you might call this whatever but facts still are just that, By creating this kind of a Buffer between The Armed forces and the National defense spending is yet another brilliant move from a brilliant leader and it is absolutely serving its purpose much better and its going to be much more efficient under Civilian leadership. As the Russian people begin to suffer more and more as a result of his PERVERSE behaviour, he will eventually not be able to control the population anymore. Just a small example. When a civilian airliner lands, it has to use its brakes to bring the plane to a stop. Sometimes because of brake failure, the pilot has to resort to engine braking. But what you now have is that because of sanctions by the west, Aeroflot cannot get brake sparerparts, as a result of which they have to REGULARLY resort to engine braking, which puts a strain on the plane. As a result of this, a number of planes have to be grounded, which not only affects the airline's performance. but Russian travellers as well, and as time goes on, things are only going to get worse.
