Not both answer is correct. Holmes' hero power bases its options at the last combat's warband of your opponent(tribes could also affect the options). Also adding this: Faelin must've got his golden glass from yogg saron's wheel, and the normal glass from bedrock(maybe from the shop). This explains that even though Faelin upgraded the shop, he was still able to get the golden and normal glass.

The hero power references the LAST combat. So there can be both, one or none of the choices on the board next turn.
