It's the Brownsville Ship Channel. Right before you hit Gayman Bridge (if you're coming from Brownsville), there is like a dirt road along the edge of some small dunes there. In the previous video you can see how we got there more clearly.

It is not in SPI. It is on highway 48, right in between Brownsville and Port Isabel. It's a mile or 2 next to the boat ramp bridge.

You kinda have to stay along the little dunes and grass area before reaching gaymens. There should be a little path but it can get very muddy if it rains.
