Because the only time you see her when she's in the scooping room, already scooped, and somewhere there was something about Ennard being able to trick people, or use their voices or something like that, and the idea that he was getting you to trust Baby, someone you trust but never actually see, to get you to the scooping room so he can use you.

Ennard isn’t an individual separate from the others, it’s a mix of all 4 of them that only fully came together on the last night of Sister Location. Plus, it’s also been basically confirmed that Baby was essentially the brains of the operation during SL, and remained the head of the Ennard amalgamation until the others mutinied and forced her out prior to Pizzeria Simulator.
