I promised myself that when I fixed this issue I would share the solution with the rest of the world. It has been two months and nothing absolutely nothing worked until I came across a page today and the solution was to UNISTALL the windows 10 Update!!!!! This problem started when the update was installed so simply UNISTALLING it fixes it. How to uninstall the update. Right click on the not working start menu and click on run. Type 'Control Panel' without the quotation. Then click on programs. Then click on unistall a program and unistall the windows update!! It'll restart your system and then your start button would work. Share this solution with anyone because I know how devastating this was for me. It fixed my start menu and my settings started working again. All this other solutions didn't work for me even the one in this video but UNISTALLING the update did!!

Dropbox for some reason messes up the Windows menu and search bar, if you uninstall dropbox then run the cmds in admin prompt it'll fix it.

How to do second method

@@subashm3588ctrl + alt + esc Then type msconfig and a tab will open, go on second panel then select safe boot and change minimal to network. It will ask if you wanna restart then restart. Computer restarts then goes info safe boot, you won’t have wifi or be able to do much. Then do ctrl + alt + esc again, type msconfig then go to second panel and remove from network back to minimal and turn off safe boot then run again. It will restart computer then when it’s powering on again it will say something like don’t turn off computer, we need to update. Wait for it to turn on, your background might be different (mine was) then log in with your password. And background will look all new as if you updated your device to the newest window, a notification will pop up in bottom right, click on it. Then it will open up settings, and when you click start button it will work again as well as other buttons. Don’t worry you don’t lose any data when you restart it!

If anyone has an MSI laptop, the Dragon Center tray program can cause the WIN keyboard key to be disabled. All you have to do is right click on the tray icon and close the Dragon Center program. The key will INSTANTLY work again with no restart needed. I stayed up all night figuring that out.

Okay this is weird but your pc might be set in gaming mode, so the key works perfectly fine but it is deliberately turned off. In my pc I can toggle in and out of game mode using Fn + F6.
