FIX You don't have permission to open this file in Windows 10

In this video, I'll show you how to fix the Windows 10 permission related errors. For example, if you don't have permission to open this file in Windows 10. This solution would also fix any other issues related to permission requirements on Windows 10. In Windows 10, you could set up permissions of the whole drive, folder, subfolders or files at different levels to different users. However, if you're the only user of the computer and you don't want to get the permission message every time you try to open a file, then you can fix it by following the above video.
This solution is also helpful regarding issues with decrypting files or folders on Windows 10. Please first follow the above method to give permission of the whole drive to everyone and then decrypt the file. Thereafter, you could revert back the permission to the specific users to boost your security!

Good question. No, the owner/administrator won't be automatically informed that a user doesn't have a permission. Is the file you're trying to open in a network or your PC? How many other people have access to that file? The best way is to contact the administrator and ask to give you the permission.

After I clicked the apply option there is Window Security pop up saying that "You are about to change permissions on the root directory of the start up disk. This can reduce the security of your computer and cause users to have problems accessing files , do you want to continue?" Should I continue it ? I have doubts and don't want to ruin want computer. I suggest you to move the files or folders that you are trying to access, to another drive (if you have one). Then, follow the above procedure to that particular file or folder. Here, all you're doing is giving access to everyone who has access to your computer. So, if you apply to individual file/folder that you created, then it shouldn't do anything bad to your computer. You could always revert back the permission from "everyone" or delete the "everyone" to minimize the permission and hence the security risk. It not gonna warm your pc per say, however, the more permission you give, the more vulnerable those files/folders could become. But, your pc should be first breach before these could be accessed in the first place. These permissions are more to do with local users. That's if other people are using the same computer/network with different credentials (usernames) , and have different levels of access.
