I had the same problem and tried literally everything, Finally got it working after going to dota's game files and deleting the "bin" folder and after that verifying game files. Hope this helps :)

thank you. also i skipped the 'run steam as admin' step and it worked just fine. i ran into the 'incompatibility mode' message and id rather have less moving parts. so id recommend leaving that alone as well, but if it doesnt work i guess go ahead lmao

** ANOTHER SOLUTION ** SHOW HIDDEN ICONS and DISABLE OR EXIT ANY BACKGROUND APPS ESPECIALLY IF U HAD " ANYDESK" Installed recently. you don't have to uninstall the app jst exit and run dota as usual .
