Ryzen 5 2600x GTX 1660 SUPER and i have like 40-50 fps when there's 400ppl on server, or 60 fps when there is 200 ppl on server is something wrong with my pc

Hello, i got a problem my fivem is running like 40 fps on fivepd server with 32 people idk why but i have my gaming laptop with rtx 2060 6gb , Ryzen 7 3750H, and 32 gb of ram 2400 mhz or whatever is that frequency its still stuttering and idk why can you help me?
