It also works with the device plugged directly into the TV if you set for the sound signal to pass through the TV directly to the soundbar without being processed. Usually this is the Auto or Pass-Trough setting in the TV. It is very easy to check if it works with a test video (from YT or a disc). And if the CEC function is on, you can control the device with the TV remote. So it's not a mistake to connect the device to the TV. It just needs specific settings to work properly. 🙂

Would the setup be okay for HDMI 2.1 for PS5/Apple TV?

The Apple TV will definitely work. I’m sure ps5 will work as well since they’re both communicating audio/video signal through HDMI.

My TV is a Samsung I paid from Goodwill for $20 it only has two hdmi it's 40 inch well it still work I hadn't tried it yet I'm waiting for a remote

What if you have more items to plug in, than HDMI inputs

Use the inputs of the TV. It's not a common mistake like he said in the video. For soundbars it doesn't matter but if you use a 5.1 or more a receiver then it's recommended to use the Inputs of the avr because most tvs don't output pass trough of 5.1 sound via arc
