Your changes are on point. The only one I disagree with is buffing Turbulus. Card is already strong in Reno Shaman, making it 3 mana will give more of a "prince keleseth" experience which can be very unfun for the game, similar to Scylla (not as powerful but kinda same "I got the card in my oppening hand" experience). Agreed with all other changes, they need to make other cards of this miniset feel relevant

It’s a delicate card for sure, just having played with it it felt quite weak compared to other tourists. To avoid that prince keleseth feeling could bump up the stats a bit and keep it at 4.

I feel like Hydration Totem is in a similar spot to the Caravan cards. 3 health isn't strong enough, but 4 health runs the risk of snowballing out of control. After Skyla is addressed of course.

Eternal Layover does not need a buff. It combos with Mining Casualties, Threads of Despair, Defile, Malted Magma, dk HP, the frost card with finale. They were smart to make it 4, the only problem is nobody plays control DK consistently

Control DK with one unholy rune doesn’t exist the only control deck dk has is BBB, BBU is a tempo hand buff deck and rainbow is mid range

Changing Skyla to 7 mana will destroy the card. Most Mages cheat out Tsunami with Surfalopod anyway. They also have King Tide for that. Also, Mage can use 3 cost elemental to draw Tsunami and reduce it's cost by 1, play 3 cost rogue minion turn 6 to reduce the cost of Tsunami by 2 more and play it turn 7, making Skyla useless if her cost would be 7. Instead, She should cost 6 with the text "Spells can't cost less than 1" in my opinion.

Turbulus's battlecry should be an aura too: "For the rest of the game, your battlecry minions have +1/+1." Slightly better with things like Growfin, Sasquawk, E.T.C. and it'd be funny to repeat it a bunch of times in Wild, sadly you lose the buffs with things like Grumble.

Well, i appreciate your input. The nerf you proposed for Skylla would kill the card. 6 mana is plenty nerf. My simple counterproposal for balancing BSM si to revert the buff on Tsunami. It used to bring only 3 elementals. The buff on Turbulus is also something i don't agree with. The card is fine as is. Most of the buff you proposed are a bit too much, some of them are commons sense though. But i doubt they would do that

workhorse suffers at 3 mana for the archetype, its not its stats it is its cost. token hunter wants to be playing 1 drops or more than 1 card passed turn 2. a stat drop on turn 3 really slows down the archetype. even if the stats are good. cause it doesnt have rush or charge or some damaging effect the turn it comes into play. everything else in the archetype that costs 2 or more mana draws and buffs, or deals damage or repeats stuff or buffs your board in a fashion that can be used immediately. the 3 slot cost is like chatty mackaw. something like that is worth 3 mana, cause it replays a 5 mana card or 3 mana card or 6 mana card. make workhorse a 2 mana 3/1 with the deathrattle.

i believe major nerfs must happen in most cards so that we can prevent the powercreep. Blizzard cannot release insane cards in every expansion and mini set , look what this games has turned into

If such a thing were to occur I think it should be at the start of a rotation cycle. Releasing underpowerd content going forward just leaves us playing the same decks for the rest of the year. Although mass nerfs might help to decrease powercreep, it might be unpopular in practice when everyones favourite toys feel a whole lot less powerful.
