I always thought Fizz's horns didn't grow back because the nerves got damaged, when they blew off after the explosion the insides were scorched so I think that's why they might not be able to grow up.

The reason why Fizz's horns don't grow back is because after they were broken in the explosion, the ends were burned by hell fire. Imps are immune to earthly fire but not hell fire, so it essentially cauterised them. This is also why Fizz and Blitz have those massive white patches on their skin: its scar tissue. Blitz got burned mostly on one side of his body, hence the white patches on the right side of his face and body. But Fizz was looking right at the fireworks before they exploded, hence why his entire face is white with scar tissue and his arms and legs needed to be replaced with prosthetics. If you look closely when he takes the hat off, you can see the edges of his face are still red, and his nose is still red since he was wearing a clown nose when the explosion happened.

Imp horns are one of the weird pieces of the lore, but from what I understand, certain injuries do not heal on imps. One of them being the kind of fire they're not immune to, the green fel fire, though even that seems to have weird rules with it. If a body part gets lightly singed in it, it grows back white like all imp injuries, but it seems like if a part is burnt off COMPLETELY by that kind of fire, it doesn't grow back.

There is a difference between horns and antlers. With antlers, it's bone that is grown and then shed by males of the species annually. For horns, the structure grows in both males and females, and it's two different layers that aren't shed. Bone and then a keratin sheath like fingernails on the outside. Although since Fizz's broken horns look like they were hollow... I don't know.

Fun fact: Mammon is the deadly sin of greed. There’s seven of them of course, with Asmodeus being of lust, and Beelzebub of glutton. There’s 72 demons that are of royal power but different status. 7 of them which are kings (there’s more kings but some kings have more power aka the Seven Deadly Sins), including Lucifer, rules each ring of Hell. Satan and Lucifer are depicted to either be the same or different people. In the Hazbin Hotel/Helluva Boss universe, they’re separate characters like in the demon classification. So Satan is the sin of wrath and Lucifer of pride. Not just that but Lucifer rules over all of Hell.
