I wouldn't say all those are the worst cltures of each eras. Assyria is easy gold and easy culture, easy population from ransacks and +1 movement is fantastic bonus comparing to some others (more curiosities, allowing crossing oceans earlier and so on). Goths are great - easy faith = cheap claiming teritories and +10 strength on ransacking is great too. Gothic cavalry is fantastic and VERY cheap and very strong unit - the best from era - ransacjking a district is 42 strength before veterancy, this is more than early gunpowder units. And we still talk about classical era unit. With right civics you can go up to 48, with such ransacking strength, you pillage everything in 1-2 turns max. . No way they are weaker than Aksumites, Celts or Romans. You can later upgrade it even more by choosing Spain. There is a great synergy between these three cultures. Assyria (or Zhou/Babylon to find iron early) -> Goths -> Khmer / Norse / Mongolia -> Spain is very strong build IMO Zulu and British are equally weak IMO Chosing the worst set of cultures is choosing those which don't create any synergy. Phoenicia + Celts/Aksumites + Byzantine + Venice/Ottomans + British + American. This is really weak
