Death dealer one cost you may put a card into your arsenal face up if you do draw a card. He has new horizons which reads if you have a card face up in your arsenal you have an additional arsenal slot

Cindering is just a wizard action, and playing it on her turn it’s played as an instant so should satisfy the req to play waning
