So welcome to the big time airspace! What you experienced from Philadelphia is what we deal with all the time! They are so busy they can’t always deal with smaller aircraft!

Add into that the Wilmington TFR almost every weekend (just like we had in central NJ during the last administration...) for the last 3 years, and Philly can get really cranky and likes to swat at the bugsmashers to get us out of their hair. Allentown to the northwest, reading then harrisburg to the west...even NY can be more accommodating most of the time, I've found. From Chester Cnty, though, best to pick up the IFR on the ground (differences between, I'm thinking, from the midwest and south where the airspace and traffic isn't as crowded and in-flight clearances are more easily wedged in than the BOS/NY/PHL/DC corridor.)

On the ATC question at the beginning, technically, I think what she did was inappropriate, by washing her hands of you, as you put it. But Kay’s description of how it went down, does make logical sense as to what maybe the controller’s thought process was. I think it explains it, but it doesn’t justify it. I am also curious as to what those in the ATC community will have to say on this issue in the comments.

I was a controller for many years in the DC area and worked at Harrisburg approach as well as PCT (Potomac Tracon). The handoff to Harrisburg out of Chester County VFR could of been due to workload on the Philly controller or for other reasons. Regardless, if you hand off a VFR a/c to another controller requesting IFR without issuing the clearance it is normal that you would coordinate with the receiving controller what the a/c is requesting. I'm a former controller. You had departed VFR and were in VMC when you contacted Philly Approach. Although you requested your IFR clearance, you were still a VFR aircraft. VFR aircraft are handled on a workload permitting basis, and that controller likely was too busy to handle any more traffic in her sector; thus, you were instructed to maintain VFR and to contact the next ATC facility. It appeared she did not hand you off, as the next controller had no clue as to who you were, indicating she had not coordinated a hand off with him. He could not issue a clearance until you were in his sector. Had you obtained a clearance before departing Philly Approach would have been obligated to work your flight IFR and would have cleared any conflicting traffic from your departure at your release time. This is not unusual in busy airspace.

LOL! Welcome to the Philly “hot potato” departure. They don’t like handing out airborne clearances and I find it much easier to get it through their landline. The Philly controller should have just instructed you to contact Harrisburg in X miles. I think you were given a squawk code but told to maintain VFR because she was more worried about you interfering with the Philly arrivals and probably gave you the code and altitude restriction so she could track you and make sure you stayed below the arrivals. I am not sure the verbiage of their LOA with Harrisburg, but I’ve been given the hot potato treatment a few times and the Harrisburg guys take it in stride.

Rebuild Rescue airplane departed Chester County and had a fatal accident. I worked at Chester County while in college. In the late 80s.

Regarding the "early" ATC passoff from the VFR to IFR airspace, I agree with Kay. Here's why, in very basic terms: • Kay is the left-seat pilot. She is the captain of this flight; therefore, her decisions reign, by principle. So, high fives to Kay.

NY and Philadelphia will very rarely give you an IFR clearance once you have already departed, when they hand you off to a "smaller" sector you can get your clearance airborne, just the way it works. What you should have done was simply called the clearance delivery number listed in the chart supplement gotten a clearance and departed that way. Also as you see when flying within the north east you are almost always given victor airways. Oh landed at last weekend at York (THV) in the pouring rain and went to the White Rose gameroom show (Pinball) at the York fairgrounds.

I kind of agree with both of you, but more with Pops in this case you were VFR, she may have been busy but she needed to keep you on her frequently till such time as you were closer to the Harrisburg airspace.

Loving the longer form videos. I tend to agree with Kay on this one. Similar busy airspace that I fly in in CA. This happens to me often when leaving the Bay Area. I depart VFR and controllers will pass me over to various NorCal controllers. Once out of the Bay Area, they provide me with my IFR clearance.

Ok not from York PA but Marietta which is a tinier town just 15 minutes to the northeast! Really loving these longer vids. Solid landings at both airfields. Perhaps in a future vlog do a refresher on some of the lingo i.e. "Class Bravo" airport.
