I think an inspector's outlook is very important for everybody working on a job site. I am a licensed contractor with 4 decades of construction, and I have been designing residential plans both engineered design and prescriptive for 40 years. I think the balloon framing method is not seen because we are limited to 10ft wall height and it only solves 1 problem, which is the Hing effect. I'm in California, seismic exceeds wind. With Prescriptive design a simple brace Ridge to Plate works. In Florida where Wind exceeded seismic, they had problems with hinging where CJs are parallel to gables. Florida's prescriptive solution is to pull back 1-2 CJs or FJs, double up, and head in CJs to the top wall plate and tie it to the diaphragm. Just like a proper Hip roof.
