When training a muscle 1 x week on a PPL split is it better to have an A/B exercise selection for each muscle and rotate those every week hitting the same exercise every 2 weeks like in DC training or better to stick to the same exercises weekly then switch them a few mesocycles later?

Is it normal to feel like a sack of potatoes when training on a mini cut (700kcal deficit)? Also not progressing your lifts

You shouldn't feel terrible. I would reduce the deficit to have a slower rate of weight loss

700?! Instead of progressing, you would probably be regressing on your lifts at that big a deficit
