This is a clear case of the 242 series seal being bad. The slow fill can be caused by a swelling seal and/or debris. Replacing the seal and flushing out the fill valve will correct the problem most of the time. The seal is available at Home Depot. Its in the toilet repair section and is labeled 242. - Fluidmaster Tech Services
