This is the sound a rapid-start fluorescent light makes when it starts up. For those who don't know, a rapid start ballast is the current limiting component that also starts a fluorescent lamp. As opposed to preheat lights (the ones that flicker at first) rapid start ballasts apply a constant low voltage current to the filaments at either end of the light, and also a high voltage current across the tube when they are starting up and also while running. This causes the light's gradual smooth startup, as opposed to switching back and forth between trying to strike an arc and heating the filaments like in the flickery preheat fixtures.
