What exact outfitter did you go through and what was the name of the area you fished? Fished cayo Romano this past winter but want to do tarpon season this next year

Yes it is spectacular because Cubans are not allowed to fish, it is like being in Jail, in fact even after you leave Cuba you are not permitted to rent a boat no matter if you have the money, just because you are Cuban, it is a curse being born there,very sad,brutal.

Not entirely accurate. Do some research to understand why this law was created. Its intent is to protect the fisheries from poachers. Licenses are required for boats with fees based on motorized, rowing or sail, much like in any other country.
