the original plan was to have mallard come to Australia but her boiler ticket expired in 1988 so we got flying Scotsman instead

That’s not the reason. When the idea of Aus Steam ‘88 was in the planning stages in 1987, Mallard was the choice but the NRM didn’t let it come to Australia because of the upcoming 50th anniversary of its 135mph speed record. Now true it’s boiler ticket did expire in 1988 but that wasn’t the reason at all.
