It is good for a frenetic or runnning movement, but i think it needs a little less exageration and more time between the footsteps (maybe to 15 or 20 frames instead of 12) for it to be a normal walking animation and also you should animate the arms

If there is no body group that do it the only thing you can do is edit the model in blender and then port it back to SFM

When i rig the model the same way you did, i did everything exactly like you did btw And i can't move the legs, at all Also when i move the foot up or anywhere, the whole body disassembles and goes everywhere (no i am not moving it in the graph editor)

Your rig might have unsupported bones. therefore it breaks it

sorry for late reply, but before you rig him make sure his/her feet are on the ground and nothing is below and when you rig they should not clip unless you fully drag him down. If you dont rig em then they clip.
