I think it's a poetic likeness. It literally means cold weather...

Used to, today it's obsolete in that sense and almost only used for "weather".

It means temperature or ambiance. We are here, we experience our surroundings as they are. And we also know that when the wind blow, it can bring something different. That is what song say, a cold ambiance is brought to us by the wind. It is very poetic, it communicates that something cold is coming across the lake, it reflects the conflict between the two sisters, how they have to harden their hearts in this mortal competition.
