Intentional handball on the goal line needs to have a much bigger penalty than a red card. People keep doing it because the red card is way less significant than the chance of the other team missing the penalty. They need to start handing out massive fines and longer suspensions. Or maybe just count it as a goal, _and_ award a penalty. The only way they'll stop doing it is if it's not worth doing.
