I don't think he's the worst all guard hero, his DEF is really good but his offence is the worst

They balanced his damage around his feats. Everybody dislikes how the flail uppercut does only 13 damage but paired with his shield basher feat it becomes 19 paired with the heal on block if you superior dodge someone’s attack into bash + punish you create a 23 HP lead in your favor. This is silly game design, the character should be good and fun without feats.
