The officer could of in the same period of time without jumping on the car discharged rounds into the two drivers side tires. This would of disabled the vehicle without putting himself in harm or killing the subject of the offence. He pulled the subject over for a non violent offence, but the officer acted in a manner that would require him to defend or kill a person that was going to be ticketed for a non arrestable offence that would of only required the subject to appear in court. Police are not allowed to shoot a non felony arrestee in the back as they drive away from a traffic stop. If that person endangers others after fleeing the traffic stop, then the use of force is allowed.

The officer did what every other human being would have done when they have just been scared they were about to die. Even people trained to be policemen.,
