Perhaps the problem is unaligned interests. Our security and economic interests are often at odds. Often, people want short-term or narrow-minded economic benefits while sacrificing our security interests. Sometimes, people believe that economic relationships with our adversaries are good for security. Sometimes, it isn't, particularly when we are enemies for ideological reasons.
