True story... South Carolina State University was/is a predominately black university located in Orangeburg SC. A few years after computers were being introduced into the public school systems, my wife, a teacher, wanted to learn about computers and wanted to take some classes and get some credits for doing so. The nearest University was SC State. She attended SC State with another teacher from her school for 6 weeks and took evening classes. They were the only whites in the class and the class was full. They never missed a class, completed all the assignments did well on their tests and actually paid attention to what they were being taught. Both of them flunked the class, yet all other students passed with A's or B's. Most of the other students never showed up for class and when they did show up they were either high or drunk. They never brought a book or used a computer while in the classroom, yet they all passed.

In the late 80s to 90s I was finishing up my 20 years in the USAF. The Government implemented this program requiring minorities to be hired by a more qualified person. Something about a "quota".
